Neutrogena Hydro Boost Gel Cream is a hyaluronic acid face moisturizer, in the version made for extra-dry skin. The gel-cream texture sinks in quickly like a gel but feels as comfortable as a cream. Neutrogena describes it as oil-free, fragrance-free, dye-free and non-comedogenic (it won't clog pores).
Hyaluronic acid is a hydrating agent found naturally in the skin that attracts water and holds it at the surface. In Canada, Neutrogena sells it in a 50 mL jar. The formula has been updated over the years (the brand now also mentions natural moisturizing factors), so the label on the jar you receive is what counts.
Gel Cream vs Water Gel? In the same Hydro Boost line, the Water Gel is aimed at normal to oily skin, with a lighter texture. The Gel Cream is aimed at dry to extra-dry skin. Neither is a sunscreen: Neutrogena sells SPF versions separately.

Neutrogena describes the Gel Cream as oil-free and non-comedogenic, meaning it's formulated not to clog pores. Everyone's skin is different, though — patch test first and stop if you notice irritation or breakouts.
